Our Policies

The John William Pope Foundation makes grants to nonprofit organizations that improve the well-being of North Carolinians by advancing the ideas of limited government, individual freedom, personal responsibility, and strong communities. The Pope Foundation accepts proposals that intersect and reflect our goals and vision.

Grants to Nonprofits: The Pope Foundation supports only IRS-recognized 501(c)(3) nonprofit public charities and universities that are organized and operated within the United States. Grant requests from individuals, foreign organizations, and for-profit entities will not be considered.

Overhead Costs: Many of the Pope Foundation’s grants are unrestricted and can be used for general operating expenses.  However, the Foundation will not provide support for overhead costs (also known as “indirect costs” or “facilities and administrative costs” at colleges, universities, and similar organizations).  Overhead costs can include, but are not limited to, depreciation, utilities, university administrative services, and fixed-rate percentages applied to a grant amount and dedicated to grant administration.

Political Activity Prohibition: The Pope Foundation requires all grant recipients to comply with all state and federal regulations prohibiting grant funds from being used for lobbying and political activities.

Equal Opportunity: The Pope Foundation requires all grant recipients to act in accordance with the principle of “equality for all.”
